Preparation
- Preheat the oven to 375°F (190°C).
- In a mixing bowl, combine flour, baking powder, and salt.
- Cut in the cold butter until the mixture resembles coarse crumbs.
- Stir in the milk until just combined.
Assembly
- Roll out the dough on a floured surface and cut into rounds.
- Place a spoonful of roast beef and cheese on half of the rounds.
- Top with the remaining rounds and seal the edges.
- Place on a baking sheet and brush with beef broth.
- Bake for 20-25 minutes or until golden brown.
